Why can't Windows open HEIC files directly?

Windows does not include HEIC decoding capability by default because HEIC relies on H.265 (HEVC) compression — a patented technology for which Microsoft would have to pay licensing fees for every Windows installation. Rather than absorbing that cost, Microsoft makes the codec available as a paid optional add-on from the Microsoft Store.
